United Nations (UN) leaders suggest that the world is not on track to meet the Sustainable Development Goals (SDGs) by 2030. The purpose of this paper is to explore whether the SDGs provide a valuable platform to call for a basic income (BI) globally. Adopting a critical historical studies approach, the article traces the evolution of ‘development’, including the UN decades of development, the Millennium Development Goals, and the SDGs. It subsequently describes the structural adjustment and poverty reduction efforts by (...) the World Bank and International Monetary Fund, and then outlines why the SDG framework may be helpful in advancing a BI. We argue that as climate-related disasters increase, a BI will be vital in providing a modicum of security in an increasingly unstable world. Calls for BI must be anchored to a broader change agenda that recognizes the causes of poverty and income inequality, and seeks their dismantling and redress. (shrink)

It describes three proposals to make cognition computationally tractable, namely: Resource Rationality, the Adaptive Toolbox and Massive Modularity. While each of these proposals appeals to evolutionary considerations to dissolve the intractability of cognition, Rich, Blokpoel, de Haan, and van Rooij argue that, in each case, the intractability challenge is not resolved, but just relocated to the level of evolution.

When people comprehend language, they mentally represent object shape. Previous research has shown that objects that are mentioned in a simile construction are represented as similarly shaped. The present study examined object shape in mental representations of negated similes. In our experiment participants read negated similes or control sentences without a comparison structure. After having read the sentence, they judged whether two presented objects, which were either similarly or dissimilarly shaped, were previously mentioned. Our findings showed that for the negated (...) similes, verification latencies were shorter for similarly shaped than for dissimilarly shaped objects. This shows that the expected situation, rather than the actual situation is represented. For the control sentences, we did not find such an effect of similarity in shape. Since sound and music are powerful forces and drivers of human behavior and physiology, we propose the use of sonification to activate healthy breathing patterns in participants to induce relaxation. Sonification is often used in the context of biofeedback as it can represent an informational, non-invasive and real-time stimulus to monitor, motivate or modify human behavior. The first goal of this study is the proposal and evaluation of a distance-based biofeedback system using a tempo- and phase-aligned sonification strategy to adapt (...) breathing patterns and induce states of relaxation. A second goal is the evaluation of several sonification stimuli on 18 participants that were recruited online and of which we analyzed psychometric and behavioral data using, respectively questionnaires and respiration rate and ratio. Sonification stimuli consisted of filtered noise mimicking a breathing sound, nature environmental sounds and a musical phrase. Preliminary results indicated the nature stimulus as most pleasant and as leading to the most prominent decrease of respiration rate. The noise sonification had the most beneficial effect on respiration ratio. While further research is needed to generalize these findings, this study and its methodological underpinnings suggest the potential of the proposed biofeedback system to perform ecologically valid experiments at participants' homes during the COVID-19 pandemic. People mentally represent the shapes of objects. For instance, the mental representation of an eagle is different when one thinks about a flying or resting eagle. This study examined the role of shape in mental representations of similes (i.e., metaphoric comparisons). We tested the prediction that when people process a simile they will mentally represent the entities of the comparison as having a similar shape. We conducted two experiments in which participants read sentences that either did (experimental sentences) or did (...) not (control sentences) invite comparing two entities. For the experimental sentences, the ground of the comparison was explicit in Experiment 1 (“X has the ability to Z, just like Y”) and implicit in Experiment 2 (“X is like Y”). After having read the sentence, participants were presented with line drawings of the two objects, which were either similarly or dissimilarly shaped. They judged whether both objects were mentioned in the preceding sentence. For the experimental sentences, recognition latencies were shorter for similarly shaped objects than for dissimilarly shaped objects. For the control sentences, we did not find such an effect of similarity in shape. These findings suggest that a perceptual symbol of shape is activated when processing similes. (shrink)

This paper provides a concise description and discussion of bottom–up and top–down approaches to misattribution of agency in schizophrenia. It explores if first-person accounts of passivity phenomena can provide support for one of these approaches. The focus is on excerpts in which the writers specifically examine their experiences of external influence. None of the accounts provides arguments that fit easily with only one of the possible approaches, which is in line with current attempts to theoretical integration.

This article presents the results of a qualitative study on the ethical aspects of inclusion practice for radiotherapy patients taking part in clinical research. The study focused on the standards and values of this process. Patients and physicians were interviewed about their views and experiences. Analysis of these interviews showed that candidate research participants need better protection from unwanted factors that could influence their choice about participation. Researchers need proper education about regulation, codes and directives in the field of research (...) ethics, and they should be aware of the underlying ethical concepts of these regulations. A sound institutional ethics policy is necessary in order to guide medical staff in decisions about the inclusion of patients in trials. (shrink)

Many compelling examples have recently been provided in which people can achieve impressive epistemic success, e.g. draw highly accurate inferences, by using simple heuristics and very little information. This is possible by taking advantage of the features of the environment. The examples suggest an easy and appealing naturalization of rationality: on the one hand, people clearly can apply simple heuristics, and on the other hand, they intuitively ought do so when this brings them high accuracy at little cost.. The ‘ought-can’ (...) principle is satisfied, and rationality is meaningfully normative. We show, however, that this naturalization program is endangered by a computational wrinkle in the adaptation process taken to be responsible for this heuristics-based (‘ecological’) rationality: for the adaptation process to guarantee even minimal rationality, it requires astronomical computational resources, making the problem intractable. We consider various plausible auxiliary assumptions in attempt to remove this obstacle, and show that they do not succeed; intractability is a robust property of adaptation. We discuss the implications of our findings for the project of naturalizing rationality. (shrink)

Although the main responsibility for informed consent of medical procedures rests with doctors, nurses’ roles are also important, especially as patient advocates. Nurses’ preparation for this role in settings with a hierarchical and communal culture has received little attention. We explored the views of hospital managers and nurses regarding the roles of nurses in informed consent and factors influencing these roles. We conducted a qualitative study in a private, multispecialty hospital in Indonesia. Semi-structured interviews were conducted with seven managers. Two (...) rounds of focus group discussions with nurses (n = 27) were conducted. Constant comparative approach was used in the analysis. Nurses can act as manager, witness, information giver, and advocate in the informed consent process. These roles are influenced by nurses’ preparedness, hospital culture and policy, patients’ understanding, family involvement, and cost-related issues. In preparation for these tasks, nurses should acquire communication skills, clinical knowledge, and legal and ethical knowledge. (shrink)

New and Emerging Science and Technology (NEST) based innovations, e.g. in the field of Life Sciences or Nanotechnology, frequently raise societal and political concerns. To address these concerns NEST researchers are expected to deploy socially responsible R&D practices. This requires researchers to integrate social and ethical aspects (SEAs) in their daily work. Many methods can facilitate such integration. Still, why and how researchers should and could use SEAs remains largely unclear. In this paper we aim to relate motivations for NEST (...) researchers to include SEAs in their work, and the requirements to establish such integration from their perspectives, to existing approaches that can be used to establish integration of SEAs in the daily work of these NEST researchers. Based on our analyses, we argue that for the successful integration of SEAs in R&D practice, collaborative approaches between researchers and scholars from the social sciences and humanities seem the most successful. The concept of Smart Healthy Age-Friendly Environments (SHAFE) emphasises the comprehensive person-centred experience as essential to promoting living environments. SHAFE takes an interdisciplinary approach, conceptualising complete and multidisciplinary solutions for an inclusive society. From this approach, we promote participation, health, and well-being experiences by finding the best possible combinations of social, physical, and digital solutions in the community. This initiative emerged bottom-up in Europe from the dream and conviction that innovation can improve health equity, foster caring communities, and sustainable development. (...) Smart, adaptable, and inclusive solutions can promote and support independence and autonomy throughout the lifespan, regardless of age, gender, disabilities, cultural differences, and personal choices, as well as promote happier and fairer living places. The New European Bauhaus initiative gathers “beautiful, sustainable, and inclusive projects and ideas” to inspire a positive transformation around us. The New European Bauhaus 2024 Festival took place between 9-13 April. “Designing the perfect New European Bauhaus neighbourhood: New European Bauhaus meets SHAFE” was a Satellite Event of the Festival, held as an online workshop, organised by the SHAFE Foundation on April 9th, 2024. At the event, a group of 50 participants with a multidisciplinary background discussed how to meet the challenges of the European Garcia family to enable them to live in a perfect neighbourhood. The White Paper presents the findings of the participants with the New European Bauhaus inspiring projects and ideas to house the European Garcia family in their neighbourhood. The White Paper recommends developers, designers, planners, and policymakers to include person-centred design of social and physical environments and technologies. Although awareness of person-centred design is growing, many initiatives still hamper the inclusion of citizens or end-users throughout the development of products and services. (shrink)

Policy makers call upon researchers from the natural and social sciences to collaborate for the responsible development and deployment of innovations. Collaborations are projected to enhance both the technical quality of innovations, and the extent to which relevant social and ethical considerations are integrated into their development. This could make these innovations more socially robust and responsible, particularly in new and emerging scientific and technological fields, such as synthetic biology and nanotechnology. Some researchers from both fields have embarked on collaborative (...) research activities, using various Technology Assessment approaches and Socio-Technical Integration Research activities such as Midstream Modulation. Still, practical experience of collaborations in industry is limited, while much may be expected from industry in terms of socially responsible innovation development. Experience in and guidelines on how to set up and manage such collaborations are not easily available. Having carried out various collaborative research activities in industry ourselves, we aim to share in this paper our experiences in setting up and working in such collaborations. We highlight the possibilities and boundaries in setting up and managing collaborations, and discuss how we have experienced the emergence of ‘collaborative spaces.’ Hopefully our findings can facilitate and encourage others to set up collaborative research endeavours. The philosophy of patient-centred care has become widely embraced but its implementation is dependent on interrelated factors. A factor that has received limited attention is the role of policy tools. In Ontario, one method government can use to promote healthcare priorities is through health regulatory colleges, which set the standard of practice for health professionals. The degree to which government policy in support of patient-centered care has influenced the direction provided by health regulatory colleges to their members, and ultimately impacted (...) actual patient care, remains unclear. This study investigates the extent to which Ontario’s health regulatory colleges have provided explicit written guidance to members related to the importance of patient-centred care. It also explores applied and theoretical explanations that may further our understanding of why patient-centred care has not been more fully embraced. Findings reveal that guidance provided by Ontario’s health regulatory colleges varies widely. Institutional barriers and the choice of policy tools for disseminating government preferences may hinder full implementation of the principles of patient-centred care. More fully understanding the role health regulatory colleges’ play in facilitating the implementation of health policy will contribute positively to dialogue and to efforts to achieve positive health system reforms. Musical life became disrupted in 2020 due to the COVID-19 pandemic. Many musicians and venues turned to online alternatives, such as livestreaming. In this study, three livestreamed concerts were organized to examine separate, yet interconnected concepts—agency, presence, and social context—to ascertain which components of livestreamed concerts facilitate social connectedness. Hierarchical Bayesian modeling was conducted on 83 complete responses to examine the effects of the manipulations on feelings of social connectedness with the artist and the audience. Results showed that in concert (...) 1, where half of the participants were allowed to vote for the final song to be played, this option did not result in the experience of more agency. Instead, if their preferred song was played (regardless of voting ability) participants experienced greater connectedness to the artist. In concert 2, participants who attended the concert with virtual reality headsets experienced greater feelings of physical presence, as well as greater feelings of connectedness with the artist, than those that viewed a normal YouTube livestream. In concert 3, attendance through Zoom led to greater experience of social presence, but predicted less connectedness with the artist, compared to a normal YouTube livestream. Crucially, a greater negative impact of COVID-19 (e.g., loneliness) predicted feelings of connectedness with the artist, possibly because participants fulfilled their social needs with this parasocial interaction. Examining data from all concerts suggested that physical presence was a predictor of connectedness with both the artist and the audience, while social presence only predicted connectedness with the audience. Correlational analyses revealed that reductions in loneliness and isolation were associated with feelings of shared agency, physical and social presence, and connectedness to the audience. Overall, the findings suggest that in order to reduce feelings of loneliness and increase connectedness, concert organizers and musicians could tune elements of their livestreams to facilitate feelings of physical and social presence. The value of accuracy and quantity as memory measures is assessed. It is argued that (1) accuracy does not measure correspondence (monitoring) because it ignores omissions and correct rejections, (2) quantity is confounded with monitoring in recall, and (3) in recognition, if targets and foils are unequal, both measures, even together, still ignore correct rejections.

A framework to explain item-specific implicit and explicit memory is proposed. It explores the mutual implications of four kinds of processing mechanism that are familiar in the literature. The first kind of mechanisms are those related to memory representation which include the kind of storage processes that subserve the maintenance of different types of information in memory. It is argued that there is very little evidence to suggest that fact and event memory require the postulation of algorithmically distinct kinds of (...) storage mechanism. The second mechanism is the enhanced fluency of activation of representation triggered by the encoding of components of those representations that results from the storage changes mediating memory. It is argued that enhanced fluency underlies all item-specific implicit memory and that the same kind of fluency process is probably involved regardless of the type of memory representation fluently activated. The third type of mechanism is the kind of attribution process that is triggered by fluency and gives rise to aware memory feelings as well as specific perceptual and aesthetic feelings The final mechanism is active search, which is an often present feature of explicit memory, and involves the effortful mediation of the frontal lobes. How the interactions between these different mechanisms accounts for item-specific implicit memory, recognition and recall is discussed, as is the framework's relationship with other current views about the mechanisms underlying memory. The best available methods of measuring enhanced fluency, familiarity, and recollection are reviewed so as to indicate the ways in which the framework may be tested. (shrink)

In response to an increasing amount of policy papers stressing the need for integrating social and ethical aspects in Research and Development (R&D) practices, science studies scholars have conducted integrative research and experiments with science and innovation actors. One widely employed integration method is Midstream Modulation (MM), in which an ‘embedded humanist’ interacts in regular meetings with researchers to engage them with the social and ethical aspects of their work. While the possibility of using MM to enhance critical reflection has (...) been demonstrated in academic settings, few attempts have been made to examine its appropriateness in industry. This paper describes the outcomes of a case study aiming to find out firstly whether MM can effectively be deployed to encourage and facilitate researchers to actively include social and ethical aspects in their daily R&D practice, and secondly to what extent the integration activities could form an integral part of the engaged industrial researchers’ professional activities. Our data show that after MM, researchers display increased reflexive awareness on the social and ethical aspects of their work and acknowledge the relevance and utility of such aspects on their daily practice. Also, all participants considered actively reflecting on social and ethical aspects to be part of their work. Future research on the role of MM in industrial settings could focus on how to embed social and ethical integration as a regular part of innovation practice. We suggest that one possibility would be through aligning social and ethical aspects with innovation Key Performance Indicators. (shrink)

At the beginning of 2020, COVID-19 became a global problem. Despite all the efforts to emphasize the relevance of preventive measures, not everyone adhered to them. Thus, learning more about the characteristics determining attitudinal and behavioral responses to the pandemic is crucial to improving future interventions. In this study, we applied machine learning on the multi-national data collected by the International Collaboration on the Social and Moral Psychology of COVID-19 (N = 51,404) to test the predictive efficacy of constructs from (...) social, moral, cognitive, and personality psychology, as well as socio-demographic factors, in the attitudinal and behavioral responses to the pandemic. The results point to several valuable insights. Internalized moral identity provided the most consistent predictive contribution—individuals perceiving moral traits as central to their self-concept reported higher adherence to preventive measures. Similar was found for morality as cooperation, symbolized moral identity, self-control, open-mindedness, collective narcissism, while the inverse relationship was evident for the endorsement of conspiracy theories. However, we also found a non-negligible variability in the explained variance and predictive contributions with respect to macro-level factors such as the pandemic stage or cultural region. Overall, the results underscore the importance of morality-related and contextual factors in understanding adherence to public health recommendations during the pandemic. (shrink)

There is debate about whether the post-Fordist or high-performance work organization can overcome the disadvantages women encounter in traditional gendered organizations. Some authors argue that substituting a performance logic for control by the clock offers opportunities for combining work and family life in a more natural way. Critics respond that these organizational reforms do not address the nonresponsibility of firms for caring duties at a more fundamental level. The authors address this debate through an analysis of overtime work, using data (...) from a survey of 1,114 employees in 30 Dutch organizations. The findings reveal that post-Fordist work is associated with more overtime hours than traditional forms of work and that far from challenging gendered organization, it reproduces and exacerbates the traditional male model of work. It is a striking point that, in the general context of the municipal administration's reform, this administration itself is never brought into discredit. When criticisms are formulated, they concern the fact that not all municipalities are able to offer their inhabitants the services which they normally may expect, as well for their immediate human development as for the adapted extension of the material infrastructure and of their vital environment. This normally raises the question of the municipalities' administrative power.The factors which (...) determine that power can be considered in direct or indirect connection with the number of inhabitants.In the first place, the population has to be sufficiently differentiated to enable the conception of a development-policy that comes up to the requirements of the present society. One may assume that in municipalities with 2.000 inhabitants, which perform a centre-function or are located near a town-centre, the possibility exists to elect a properly composed common council. For rural municipalities the numberof inhabitants must undoubtedly be higher. Moreover, the municipality should have the disposal of specialised personnel to help the municipal authorities with the conception and practice of their policy. InBelgium a municipal secretary cannot do bis work properly if the municipality does not count 2.500 to 3.000 inhabitants.In the second place, administrative power is determined by available finances. Calculations have been made per category of municipalities, based on disposable data concerning 196.5 and 1966.As far as the extraordinary accounts are concerned, which essentially refer to investment expenses, it is relevant to note that the average figures per inhabitant are equally high in municipalities with less than1.000 and with 10.000 inhabitants. But, taking into account the cost of planned infrastructure-works, it is a fact that only from 10.000 inhabitants on a municipality has the disposal of sufficient finances to performa development-policy.The figures concerning ordinary accounts, which refer to operation- and administrative costs, show that a municipality with less than 1.000 inhabitants - although offering less services - has to spend more perinhabitant than a municipality with 5.000 to 10.000 inhabitants. lts fiscal charge is also higher than that of a municipality belonging to the latter category.The figures clearly show the disadvantage of smaller municipalities.In that context one should not forget that practically 63 to 70 % of ordinary expenses concern the actual operations and municipal debts. Seen in proportional relations, small municipalities have but little means to take care of policy-tasks.To be complete «municipality with administrative power» also means «municipality with a democratic function». As a matter of fact, administrative power is not exclusively determined by sufficient financialresources or by a minimum of differentiation of the inhabitants. Generally speaking one can assume in this context that the geographical size of the territory does not normally hamper the functioning of alocal democracy. More attention however should be given to the question if that functioning is not rather hindered by the number of inhabitants, when a certain population-maximum is exceeded. lt appearsindeed that local authorities have less appeal in urbanised municipalities or as soon as a population-number of 20.000 to 30.000 inhabitants is reached. For that reason, attempts should be made in bigger municipalities to stimulate the population's participation in policy-matters.Activities with a definitively technical character, need a wider approach. So it seems more advisable to work on the basis of regions, rather than on the basis of large municipalities.Taking into account the big number of small municipalities, one can state as a conclusion that the municipal elections miss a great part of their signification in the majority of Belgian municipalities. Practically two thirds of them have no possibility to perform an adapted policy.Changing the constitution of those who are responsible for that policy cannot give much of a result as there are no material means to realize a modern policy with administrative power. Most party by-laws are too inexhaustive and vague to be adequate guidelines for describing party chairmanship or predicting the actual proceedings of chairman elections. Although nearly all party by-laws prescribe competitive elections, one candidate elections occur in 68 % of the cases and in nearly 25% of all cases the unique candidate is elected by acclamation only. Also, when more candidates are presented, the preferences of the party oligarchy are mostly made very clear.The small number of elections that involve real (...) choice even diminishes when reelections or the appointment of interim chairman are taken into account: the percentage of "more than one candidate"-presentation drops from 32 % to respectively 19% and 16%. In Flemish parties there is less opportunity for choice then in Francophone parties: 22 % versus 38% "more than one candidate"-presentation. Moreover, the chairman elections of the Francophone parties involve larger electoral bodies : e.g. in some parties and already in 41 % of the cases all partymembers have a right to cast their vote. A possibility that exists in none of the Flemish parties. As far as the evolution over time is concerned: there is a general and salient tendency towards more opportunities for real choice and larger electoral bodies.But taken together opportunities for real choice remain scarce : in general party chairmen are not actually chosen by the formally empowered party organs; before formal elections are held choices are mostly made already! In the years 1975-1976 the Belgian government has given high priority to the restructuring of local government, resp. by the means of mergers of communes : the number of communes has decreased by that way from 2,359 to 596.In the decision-making emphasized were the initiatives taken by the Minister of the Interior as wel! on the domain of the elaboration of the proposals to delimitate the territory of the new communes as on the domain of the defining of the terms (...) of execution with regard to the personnel, the finances, the transition of goods, etc. About the proposals on the delimitation of the territory the local governmentscould only give advice ; they have been sanctioned by the legislative assemblees at the end of 1975 after rather difficult and heated debates.During this period an important resistance developed : on the one side from the communal milieu itself and on the other side from the opposition parties, esp. the Belgian Socialist Party not participating in the government that had made the drawing of the new map of communes according to a broad plan to its aim.Nevertheless, the decision-making also has to be seen from the fact that the opposition parties agreed with the principle of the mergers : they mainly contested the way in which the mergers were executed.The abolition of the federations of communes around the Brussels agglomeration, decided in the same context, has to be seen in the light of the typical Belgian problem of the coexistence of different linguistic groups. In Belgium, the number of municipalities was reduced from 2,663 to 596 by means of amalgamation.In the sketching of the framework of this reform, attention is first of all given to the manner in which the consensus required for it could be obtained. At the same time, the criteria employed and the pragmaticapplication thereof are investigated.Then, the new municipal division is tested for the motives and objectives that lay at the foundation of this reform. The expectations involved were in large (...) measure, related to the effects that were seen as the inherent consequence of the expansion of the territoria! scale of the municipalities.Finally, this reform is tested with respect to other than territorial components of the municipal administrative power. The reform remains incomplete on several points. This appears, for example, from the continuing absence of functional reforms with regard to decentralisation and from the lack of attention for the adjustment of the municipal working rules both in the area of effective administration as wellt as in the area of open and democratie administration. The law of december 30, 1975 sanctioned the plan, established by the government to merge the larger part of the Belgian municipalities.From january 1, 1977 on, the number of communes would thereby be reduced from 2,359 to 596. Whereas in 1975 more than 81 % of the communes still counted less than 5,000 inhabitants, this percentage will in the future amount only to 18.6 %.The legislator and the government have primarily considered the strengthening of the municipal governmental capacity as a (...) normal result of the scale effect. Since the mergers would result in a higher number of inhabitants - and necessarily also in larger areas - it was taken for granted that the necessary means would now be available to ameliorate the municipal services. Such a scale-effect can actually be noticed for the following items : the actual municipal services, the number and qualifications of the municipal personnel and the financial strength. Complementary, both legislator and government took a few measures concerning the professional situation of the municipal personnel and concerning the municipal finances. Same of these measures however don't stimulate the normal results of the scale-effect but rather tend to slow these down. Yet, reassuming, one may say that the scale-effect wilt have a positive result in strengthening the municipal governmental capacity. However, the mergers leave quite some questions unanswered concerning several important aspects of municipal governmental capacity - especially regarding the municipal autonomy and competencies, and thedemocratic organisation and functioning. Also, some important points need to be clarified as to the future position of the inter- or supramunicipal cooperation structures, which remain necessary. (shrink)

In Belgian political rhetoric municipalities are described as the cornerstone of a well-balanced government organization. However, this is not noticeable in the administrative language: municipalities are described as 'subordinate' administrations or 'administrations under tutelage'. Their share in total government expenditure is alarmingly low, 10.8%.The importance of local politics is determined by:- the political will to recognise the municipality as a 'civil society'- the interest in the democratic content of government and the necessity of policy differentiation- the recognition of local government (...) as a laboratory for policy and as a voice of the place community in the national politics.From the perspective of policy-making Belgian municipalities have a mixed profile. First of all, they are 'cultural municipalities': 28.5% of the expenditures are in the educational and cultural sector. Other important expenditures are: roads and utilities and security. Compared to different West-European countries, expenditures for social matters are rather limited. (shrink)

BackgroundStructured, systematic methods to formulate consensus recommendations, such as the Delphi process or nominal group technique, among others, provide the opportunity to harness the knowledge of experts to support clinical decision making in areas of uncertainty. They are widely used in biomedical research, in particular where disease characteristics or resource limitations mean that high-quality evidence generation is difficult. However, poor reporting of methods used to reach a consensus – for example, not clearly explaining the definition of consensus, or not stating (...) how consensus group panellists were selected – can potentially undermine confidence in this type of research and hinder reproducibility. Our objective is therefore to systematically develop a reporting guideline to help the biomedical research and clinical practice community describe the methods or techniques used to reach consensus in a complete, transparent, and consistent manner.MethodsThe ACCORD project will take place in five stages and follow the EQUATOR Network guidance for the development of reporting guidelines. In Stage 1, a multidisciplinary Steering Committee has been established to lead and coordinate the guideline development process. In Stage 2, a systematic literature review will identify evidence on the quality of the reporting of consensus methodology, to obtain potential items for a reporting checklist. In Stage 3, Delphi methodology will be used to reach consensus regarding the checklist items, first among the Steering Committee, and then among a broader Delphi panel comprising participants with a range of expertise, including patient representatives. In Stage 4, the reporting guideline will be finalised in a consensus meeting, along with the production of an Explanation and Elaboration document. In Stage 5, we plan to publish the reporting guideline and E&E document in open-access journals, supported by presentations at appropriate events. Dissemination of the reporting guideline, including a website linked to social media channels, is crucial for the document to be implemented in practice.DiscussionThe ACCORD reporting guideline will provide a set of minimum items that should be reported about methods used to achieve consensus, including approaches ranging from simple unstructured opinion gatherings to highly structured processes.
